Enable Config Hub UI to Select the Core System Map 'bldvda' in Outbound VDA Envelope for IBMers Only

VDA 4913 Outbound Interchange Header 711 version 03 vs 02 issue.

Config Hub currently has Outbound envelope limitation issue which could create a blockage for future VDA onboardings for current and future clients.

According to a current client requirement, Outbound VDA data header 711 (711A) was expected to be “03” version, instead of "02".

After research and analysis it was determined the change had to be done in the core system map 'bldvda' used in the Outbound VDA outbound envelope process. To handle this single issue, the bldvda map used for this client was updated to hardcode the version to 03 instead of 02.

This bldvda map has the 711 header version hardcoded to a single value and the inability to select any other version of this map in the UI allows for only one 'bldvda' to be used for all outbound VDA envelopes. 

Allowing IBMers to select customized bldvda maps in the UI rather than limiting to a single hardcoded version gives IBM the ability to meet client requirements across versions, thus allowing for successful onboardings.
