To ensure we fully understand the requirements and can evaluate the request effectively, we would appreciate your input on a few clarification points:

When we say, create a code list via API, is it expected that the code list will only be created OR also be updated with an initial version and deployed, provided the approval/verification goes through? This is important because only creating will leave the code list in WIP state, while the update APIs expect the code list to be in FINAL state.

I am assuming that only admins will be approving the creation requests. Please confirm if that is correct.

Do we need notifications for approval of the requests? Or a UI to view/approve the pending requests? Or either works fine?
