Correct the current functionality of the "Negative Acknowledgement Report" process & output to allow configuration that will prevent inclusion of transactions that are "Accepted with Errors" and are NOT a "Negative" Acknowledgment

The current functionality of the “Negative Acknowledgement Report” creates an exception event and “Negative Acknowledgement” email report for Acknowledgements that are actually a status of “Accepted with Errors”, which by its’ very context and description is of course NOT a “Negative” Acknowledgement.  This enhancement would be multi-tenant beneficial, and would reduce invalid and unnecessary reporting overhead by allowing the configuration of this report to include or not include transactions that are actually a status of "Accepted with Errors" and NOT a status of "Rejected".
