Restrict creation of folders within IBM hosted SFTP server

When partners are allowed connection to IBM SFTP server, there are two directories created, one for inbound and one for outbound. In some cases trading partner creates more folders under /root. The users should be restricted from creating new folders.

How will this idea be used?

Creating new folders which are not polled by IBM server takes up space on IBM GIODE. As these folders are not polled the files will be stored on them by partners which are not required to be processed by SCBN.
