Add option in Config Centre to export codelist data in Excel (xls) format.

Config Center has the option to export codelist data either in XML format or JSON format but not in XLS (Excel).

We have request from high volume SCBN customers to provide the codelist data from CTE/Production in excel (xls format) as it would help them to review the data easily and also request for any changes to Sterling

Currently the Implementer/PER team needs to manually export the codelist data in xml format and use other utilities to convert the codelist data into excel (xls) format.

If Config center has to option to export the codelist data in excel format directly then it would save time for the Implementer/PER and also reduce the dependency on any internal tools.

This would help in quick processing of customer request and save time for implementer/PER/Support.
