Validation Service Report should be sent as ERN to Customer

Similar to ERN report we have today in SCBN, the new validation services used for PEPPOL flow do generate error report on failure after running via open library/Schematron. But, these error reports are not sent as ERN. We don't have option to select Validation report as part of ERN configuration in Config Center to inform customer on these validation failures.

How will this idea be used?

As part of business need, we need the validation report to be generated similar to how we generate ERN from config Center and make sure we have configuration parameter to send to customer as we do for RED lights for translation/non-translation or envelope failures.

The Status Messages values should also be updated in HISPEED to have Validation failure as part of error type along with Envelope, transaction and non-translation failure.
