Escape Special Characters in URL for Get Request

HTTP rest client's such as Postman typically allow for special characters in the Get request, PEM HTTP requests do not.

How will this idea be used?

When sending a get request to check the status of a specific code in Partner Repository I get a special character error. In this instance it is a period, which I can write code to escape, but it is impossible to know what special characters might be used in the future.

    Passing emails with a "+" character is another example. These get replaced by a space unless escaped as %2b.
