Provide wider branding capabilities

As the PEM portal is intended to be exposed to IBM customers' partners the expectatio is that it should be possible to apply branding to give the portal a similar look and feel to the corporation's web sites. At the moment there are only a few elements that can be branded which a) means the portal cannot be made to comply with corporate branding, and b) means that for some choices around colours some elements are hard to see. Branding should allow:

• updates to CSS style sheets to change the appearance (font, colour, etc) of the icons (menu icon, user icon etc) as well as any buttons such as the login buttons, activity tasks buttons, the dashboard components etc.
• variation of font, size etc. for individual items on a form rather than configured at form level e.g. allow different labels to be different colours, font weight/bold, etc.
• variation of the background colours e.g. on the login page the background colour behind the banner image is always black which makes it difficult to get a consistent look when using images that do not have a black background or means that the text such as the product name and copyright info may not show clearly depending on the sponsor's corporate colours 

Also the Guest User Notice can only be customised via the PEM 1.0 dashboard. It should be possible to do this in PEM 2.0.
