Provide warning when switching from sponsor to partner task

The default onboarding activity has a mix of partner and sponsor tasks. When a partner is participating in an activity they get a warning when the next task is a sponsor task. When the sponsor completes their task and click next they are just taken straight to the next task whether it is a sponsor or a partner task. they should similarly get a warning that the next task is for the partner so that they can choose whether to continue on behalf of the partner or exit and allow the partner to continue with the activity, in which case the partner should be notified that they have a task to complete again.

    At the moment the partner user gets a warning when the next task in an activity requires the sponsor, but when the sponsor has completed their tasks they do not get any warning that the next tasks are for the partner, nor does the partner get a notification that they need to take action again meaning that either the sponsor may continue and complete tasks on behalf of the partner without realising, or the activity will stall due to the partner not realising the activity is waiting for them.
