Challenge questions must be chosen from an EY-approved list.

Information systems are not to allow users to compose challenge questions.

During a challenge interaction, the challenge questions are to be selected at random by the information system from the available set of questions.

Security assessment revealed that during the process of choosing a challenge question user can set the value to arbitrary text. There’s no control ensuring that user set challenge question to a value specified in SASP Guideline. Also the process of choosing a challenge question user can set the value to arbitrary text and it is possible to set only one challenge question. Therefore, challenge question cannot be selected at random.
