Popup on Partner "Start task" when Campaign Waiting on Sponsor Action

It is not clear to partner's when a campaign is waiting for Sponsor's to complete approvals/tasks. Currently, the partner is able to click the "Start task" button, but nothing happens. The icon at the top of the screen is small and not obvious to many partners. Add a popup on the next "Start task" to inform the partner that a sponsor task or action is required.

This idea will be used to improve the flow of PEM campaigns for trading partners. This idea will make it more clear to partners when a campaign is waiting on Sponsor action.

    We intend to review the UI to determine if there is a better way to make the "start task" more obvious to the partner.
