Add a utility page where telnet, ping and traceroute can be run

When trying to troubleshoot connectivity issues with API endpoints to backend applications from a PEM cloud instance, it would be very helpful if there was a way that a sponsor admin could run a telnet, ping or traceroute command.  This cannot currently be done because sponsor admins do not have access to the servers on which their PEM instance is running.  Being able to run them from within a utility page and receive the output would be very helpful in troubleshooting situations.

How will this idea be used?

This would be primarily used for troubleshooting connectivity issues from a PEM cloud instance to an API endpoint of a backend application.  Between firewall settings, GTMs and LTMs, it can be difficult to troubleshoot these issues just from running an activity within PEM.
