Ability to designate service type based on Keycity.

Ability to designate service type based on Keycity. This would be an enhanced KeyCity option. We can load the key cities into the tool and then designate that all shipments are express even if ground can hit SLA. Better Consumer Experience. Allows the business to control certain features. Although we may not capitalize on the cost savings we want to force the behavior. Allows for agility in adding certain cities for a short time or key events without making a project out of it.
