Add Order Optimizer configuration to enable/disable shipping upgrade capabilities

Add an Order Optimizer configuration to enable / disable Optimizer's ability to propose an upgraded class of shipping.

Example:
'Standard' shipping order (SLA of 8 days) placed, but all candidate nodes have delivery >8 days away (i.e. node backlog + transit time with available 'standard' carrier options is longer than 8 days).
Existing behavior (upgrade = on) would upgrade the shipping to a faster service level (e.g. '1-day' or '2-day') in order to meet the customer SLA.
Configurable behavior (upgrade = off) would keep the 'standard' service level, record the shipment as 'delayed' in Optimizer, and potentially deliver the package late (i.e. Optimizer projects it to be delivered beyond the 8 day SLA).
This same enabled / disabled behavior would apply when considering a '2-day' order potentially getting upgraded to '1-day'.

This configuration should be maintained in the UI (likely in the PDT). Changes should be effective in near real-time or have the option to be scheduled to be effective at a future date & time. Clients may implement this configuration change along with SLA changes (e.g. changing 'standard' from 8 days to 6 days) so putting the upgrade and SLA configurations in the same screen would be logical.
