There could be some header charges like Donations which shouldn't get refunded when customer cancel the order. There's a existing configuration in Sterling to keep the header charges as non refundable (IsRefundable="N") however it is not working for the cancellation scenario. TS004024331 is the case we raised for this issue and Engg team has confirmed that IsRefundable flag works only during the return flow. As we have this requirement to have Donations as one of the header charges we need IsRefundable flag to be considered during cancellation scenarion
