Add option to automatically inherit Order Optimizer PDT settings for newly added nodes

Provide a system setting to enable automatic inheriting of Order Optimizer Parameter Deployment Tool settings when a new node is added to Order Optimizer for the first time. This inherit would be a onetime activity when the node is initially added; any PDT changes entered into the system after the node is initially created would use existing PDT functionality & rules. The inherit would automatically copy all saved node level PDT settings to the new node, whether currently in effect or staged for future potential activation (i.e. in a saved profile or already scheduled for future activation; see also RFE #103901 regarding future scheduling). The new node would inherit from the PDT settings applied for that type of node (i.e. a newly added store would inherit from the 'store' type).
This inherit capability should have an on/off switch enabled via a system setting.
