Enhance REST service functionality to accept additional content types.

Vendors such as Adyen have the Content-Type as "application/json; charset=utf-8" rather than the standard application/json content type. The request is to enhance the OMS webservice functionality to accept content types that include the character set (charset). The following link shows what is currently supported.

We currently have to front this with an ESB to change the input, once this enhancement is provided we can reduce the hops/points of failure and go directly between Adyen and OMS.
