Handle ship alone packaging logic in Order Optimizer

Allow Order Optimizer to handle items that require custom shipping logic. Examples may include hazmat, special packaging, items already packaged for shipping as-is, and other large size / weight items that are required to ship alone (and not be combined in the same package as other items).
Order Optimizer file feeds should be enhanced accept item attributes that identify these items. Optimizer logic should be enhanced to recognize these items at the time of sourcing, force a split shipment, and solve for the optimal result while respecting the shipment restrictions. This could involve shipping more than one package from the same node for a given order, or splitting the shipment across more than one node.
