Support ES256 JWT Signing Algorithm

Currently, IBM Sterling has limited support for JWT signing algorithms (e.g. RS256, RS384 and RS512, see PLTJWTParser$Jose4jParser.class). But the underlying Jose4J Library for parsing and verifying JWT already comes with wide support of different singing algorithms.

How will this idea be used?

Currently, we runs IBM Sterling in Google Cloud. Due to security concerns a Google Identity-Aware Proxy (IAP) controls access to the IBM Sterling deployment. In order to ease user authentication and to improve user experience when working with IBM Sterling, MMS want to use the Google IAP provided JWT for authenticating users in IBM Sterling. Currently, Google IAP signs JWT with ES256 algorithm (see https://docs.cloud.google.com/iap/docs/signed-headers-howto), therefore we need IBM Sterling to support ES256 signed JWT.
