Enhance CLI with Inbound/Outbound Access Expiry Management and More Specific Failure Return Codes

Add commands to the IBM Sterling CLI to manage inbound/outbound access expiration dates and generate new ones, and include more granular return codes for failures.

Description:
Currently, IBM Sterling CLI provides a basic return code of 0 for success and a non-zero code for failure. To improve the user experience and troubleshooting, I suggest adding more specific return codes for different failure scenarios. This would allow users to easily pinpoint the exact issue. Additionally, it would be helpful to provide CLI commands that allow users to view and update the expiration dates for inbound and outbound access keys and automatically generate new ones via the CLI. These features would enable better automation and management within CI/CD pipelines.
