Add Additional DL and custom message to the proactive notifications and service disruptions from IBM

0n 7/16, Network disruption at IBM end had impacted the Release order agent to look for GIV inventory instead of IV and closely 5000 orders got cancelled because of this issue. Later we restarted release agent to fix the issue. OMS team did not respond immediately as it was Sunday. If we add IT Operations for any proactive notifications and service disruptions it helps us to respond and recover faster from production outages.
