Enable creation of multiple shipments with one action in Order Hub

When an order has been released, the Create Shipment from Lines action becomes available under the Action menu. This is very helpful functionality, but will fail if multiple shipments are required to fulfill the order.

Would it be possible to cover this situation as well? After all, the end user does not necessarily know how many shipments will be required. Even with multiple releases, consolidation may lead to a single shipment - and in that case this action works fine. It is therefore kind of arbitrary when this order level action works and when it leads to an error situation.

How will this idea be used?

As an administrator, I want to process one order manually. I open the order and see that it is currently in Released status. This order includes multiple order lines and releases.

I hit the Create Shipment from Lines action and get a confirmation message that matching shipments have been successfully created. Order status is updated to Included in Shipment.
