Workflow approval requests to be retained after a periodic update

If an action that has generated a workflow approval request is not actioned before a scheduled PU, the request expires after the PU and the processor will have to re-log the details to generate a new workflow approval request. If the workflow approval is instead carried over after the PU, this will reduce the rework from the processors. There is also reduced risk from missing a workflow export requirement if the request remains in the system even after the PU.
