Add ability to adjust periods used in calculating issue size

Since we have a great deal of historical data in the tool, I would like to be able to adjust the time period used in calculating the issue quantity, much as I can control how many usage periods are included in the forecast.

For one example we looked at recently, we have issued the item twice in the last 2 years at a quantity of exactly 30 each. The previous issues before that were more than five years in the past, but the issue quantity is being calculated as 21. I adjusted the usage periods from 60 to 24, but the issue quantity remained unchanged.
