Introduce Surplus Transfer Opportunities IN - show Transfers available IN to a plant

When implementing new stock levels, the business has an opportunity to reduce working capital costs by utilising surplus stock from another plant to fulfil requirements. By introducing a field Surplus Transfer Opportunities IN and allowing it to be seen in BULK list or Single item views the user can identify opportunities at the time of ROQ increase and initiate a transfer between plants. Currently these checks would need to be completed outside of IBM MRO and are quite time consuming when reviewing bulk list's so this option isn't always checked. This would be extremely useful for Projects Operational Readiness teams who review hundreds of materials at a time.
