make "in list" filtering work as a "select from list"

When you use a filter of "in list" or "one of" the user has to type out individual values, which can be difficult for users to know exactly what values are acceptable. - if the field is "list" based, we should provide the list and allow the user to select from the list, similar to you can select different filter options in Analytics reports for different regions or plants.

    When you filter on some fields you get an option to choose from a drop down menu. Once you move to 'In List' option filtering you don't have the ability to find the options in a list and reverts to free text entries. This also leads to the problem that spelling errors will cause options to not be added. Great idea!
