Enable the Equipment Module (and Where Used) to be able to link to BOM’s using just ‘DIVISION’, instead of DIVISION and DISTRICT_CD

This is useful as it will allow client to filter through on materials issued against equipment at Division level and get the right count when they view that material against all District_Cd affected

    This change is required for the BOM portion of the EQUIPMENT functionality to work for Dow. It currently is only showing Where Used data in the EQUIPMENT view, not any BOM data, because we generally have the MRO Plant data set up in a different code than the SAP Planning Plant or SAP Maintenance Plant.
