User Access management Enhancement - Archiving users

Some clients have hundreds of user accounts that are "inactive" accounts due to user turnover for instances that are a decade old.  The accounts need to be retained so the user action/notes retain integrity, however it would be useful to have an "archive/hide/ inactive user accounts" toggle in system settings so inactive accounts are hidden from the listing of user accounts. This could be managed through a filter, but I would suspect it to be a highly used filter that would be better as a user or system preference.

    This will be able to be done using the filters once implemented.
