Add comprehensive security-audit logging to IBM ITXA (auth events, privilege changes, high-risk data actions, administrative activity)

During Case TS018931782 we learned that ITXA currently logs only technical runtime events (tpuiserver, system logs).
No built-in audit trail exists for:

Required security event

Current ITXA capability

Failed login / logout attempts

None

Successful logins / logouts

None

Privilege (role) changes

None

Password changes / resets

None

Account locks / unlocks

None

Reads / writes / deletes of designated “high-risk” data (e.g., map rules, certificates)

None

Attempts to access unauthorised resources

None

Successful & failed administrative transactions (user adds, property edits, deployment actions)

None

Central “all errors” audit stream (access violations, security exceptions)

Partial (tpuiserver logs only)

We request a native, tamper-evident security audit facility that records the events above for compliance reporting.
