Add native support for connecting to Db2 using TLS 1.3 in IBM ITXA

Our ITXA instances (version 10.x) run on RHEL 8 and connect to Db2 11.5.9 databases. Security policy mandates that all encrypted channels move to TLS 1.3 by Q4 2025. Db2 has offered TLS 1.3 since 11.5.8, enabled with SSL_VERSIONS TLSV12,TLSV13 .However, ITXA ships an older IBM ITXA DB2 JDBC  driver that negotiates only up to TLS 1.2, so database startup fails when TLS 1.2 is disabled. We therefore request certification and full support for TLS 1.3 on every ITXA component that communicates with Db2 ( Launcher, Admin UI etc..)

    IBM software needs to have TLS 1.3. Not having it is really a security risk that IBM must remediate swiftly. It should also be retroactive so that earlier versions that are still supported by IBM are covered.
