ITX - Support for http://www.w3.org/XML/1998/namespace

When trying to import XSD files that import the namespace http://www.w3.org/XML/1998/namespace, we see errors in Design Studio that the schema is not valid.

Support should be added for this namespace, which is still valid and still used in many XSD schemas, as otherwise we are forced to make manual changes to customer-provided schema to be able to handle them.
