Workaround:
When the envelope is without parameter <DeliveryMontoring>1</DeliveryMontoring> the block 2 Delivery Monitoring field is not created. null.
When the envelope is created there is no value saved for DeliveryMontoring.
Only when the envelope variable for Message Priority is altered S system N normal U Urgent is the Delivery Monitor variable saved.
UI does not offer an option for '2' or blank... to comply with the SWIFT treatment.
If the message has a priority of 'U' the user must request delivery monitoring option '1' or '3'.
If the message has priority 'N', the user can request delivery monitoring option '2' or by leaving the option bank, no delivery monitoring.
