HIPAA Pack Compliance Check add additional segment terminator defined in the X12 implementation guide.

Compliance check is failing when the File Separator <FS> x'1C' is used
along with carriage return and line feed.
<FS><CR><LF> will cause a compliance error,
<FS> without the <CR><LF> passes compliance.

Compliance check should pass with
<FS>
<FS><LF>
<FS><CR><LF>

Terminal Control Characters are valid as Segment Terminators and will pass compliance when used alone.
But when combined with carriage return and/or line feed they fail compliance.
Since some segment terminators  are defined to allow the carriage return/line feed, the other X12 valid segment terminators should also be included. 

This issue was previously reported as a PMR 90443,004,000
Test files are attached to that PMR.
