This portal is to open public enhancement requests for IBM Sterling products and services. To view all of your ideas submitted to IBM, create and manage groups of Ideas, or create an idea explicitly set to be either visible by all (public) or visible only to you and IBM (private), use the IBM Unified Ideas Portal (https://ideas.ibm.com).
We invite you to shape the future of IBM, including product roadmaps, by submitting ideas that matter to you the most. Here's how it works:
Start by searching and reviewing ideas and requests to enhance a product or service. Take a look at ideas others have posted, and add a comment, vote, or subscribe to updates on them if they matter to you. If you can't find what you are looking for,
Post an idea.
Get feedback from the IBM team and other customers to refine your idea.
Follow the idea through the IBM Ideas process.

Based on the scenario, the system has a single unit of available supply.
The first order (ReqShipDate: Aug 20) consumes this supply and is placed into a scheduled (committed) state.
As a result, the available supply is fully allocated.
When the second order (ReqShipDate: July 26) is received, the system cannot fulfill it, even though the requested ship date is earlier. This is because the existing supply has already been committed. The ATP logic enforces strict allocation integrity to prevent overselling and does not automatically re-evaluate prior commitments based on new demand timing.
What Client is effectively requesting is demand rebalancing or reprioritization.
In this case, the system would need the ability to:
Reassess existing allocations
Prioritize the July 26 order (higher urgency) - FIFO allocation
Unschedule or backorder the Aug 20 order to free up supply allocation
Currently, since the Aug 20 order is already in a committed/scheduled state, the system will not reallocate supply unless it is explicitly unscheduled.
This type of behavior aligns with demand allocation/rebalancing capabilities in SIP, where the system evaluates competing demands and dynamically reallocates supply based on priority, service rules, or business policies.
