Compile and Promote Model as two different activities

Today, compile model also promotes the run time version of the model to the live server.

For a modeler, there should be a way to develop the models, test them and be able to promote the model to a target environment e.g. dev/qa/preprod/prod etc. This should be controlled via modeler for dev/qa but should be controlled via an admin and possibly through some sort of automated process to promote a tested version of the model to preprod/prod

1) A modeler can be working on the model defect and needs to quick qa and promote this fix

2) A modeler can be working on a new model that goes via dev/qa and rework. After it has been tested, based on user intervention or automation it can be promoted to preprod and subsequently to prod through a release
