Allow Override of STOP CD QUIESCE for C:D z/OS

When a Connect:Direct region is shut down with a STOP CD QUIESCE, the region will terminate when all processes stop, making it an ideal choice for a planned shutdown. However, once initiated, this cannot be aborted or converted to a quicker type of shutdown, the region must be cancelled. If a very long running transfer is standing in the way of the region stopping, it can impact shutdown timelines or require manual intervention. We would like to have an option to convert the Quiesce shutdown to an immediate or runtask stop, or be able to set a time limit on the quiesce shutdown.

In a CD:PLEX environment, this would allow us to nondisruptively shut down a C:D region that is on a system that will be part of a planned IPL. Right now, we do not use the quiesce option due to the limitation above where if the shutdown takes too long, it needs to be cancelled.
