After installing PTFs UI91208, UI90597 we began having failures with transmissions which we later identified as DGAXTABL being introduced. PTF UI91208 had no hold information about updating DGAXTABL exit requirement whatsoever, and UI90597 had an action hold for loading DGAMSGS but only a DOC entry for the DGAXTABL exit requirement. The same is true for the Security Stage 2 exit re-assembly (only a DOC--no ACTION/EXIT hold).
While we acknowledge that DOC item slipped past our internal C:D support team, the fact that a MANDATORY exit was enabled and defaulted to FAILING the process was very intrusive and requires more warning than a 'DOC' hold on that PTF. DOC holds are not always scrutinized with the same level of care as ACTION, EXIT, etc.
We took a production outage to back that maintenance off in the short-term and had numerous customer incidents to resolve.

How will this idea be used?
In providing proper communication via HOLD for ACTION, give customers the flexibility to use this option either via usermod or to just disable by default.
