Include active MAXUSERS in high water mark SMF record

Highwater mark SMF record should include Active MAXUSERS to have full pictures of how region is performing. We've experienced BTL issues relating to high MAXUSERS counts and we don't have accurate insight into how many users are active at that time.

SMF records are currently pushed to splunk for realtime display, we'd like to include MAXUSERS in the dashboard.
