Open MCS.CLIST until either TCP or SNA support available

NDM modify commands will fail before local node sign on complete either via TCP or SNA, so open MCS.CLIST until either TCP or SNA support available is more appropriate especially for users who depend on modify command to monitor NDM.

What is your industry? Financial Markets
How will this idea be used?

Thank you for opening this enhancement request with IBM. I have reviewed this thoroughly with my team. Unfortunately we must decline this request as it doesn't align with the needs of the broader C:D z/OS customer base. The best path to resolve this issue would be to ensure that the API path (SNA and/or TCP/IP) that will be used by the console is available before trying to run the console. I'm sorry that we weren't able to accept this, but I would encourage you to use the tool again if you think of other enhancements that we should consider.
