Allow greater flexibility when amending Secure+ parms

Having a process which is reliant on a person logging onto an ISPF panel to update something like a TLS setting is no longer tenable in a modern IT environment. Automation and self service are the order of the day and the way Secure+ updates are built are completely counter productive to this. We require a method either via API or batch utility to update secure+ via an automated, self help tool.

We want to implement netmap and secure+ updates via a self service tool hosted off mainframe to remove the reliance on people making manual updates. This will remove any risk of a human error type condition
