Restore the Cipher.txt functionality

In Connect:Direct v4.1 for Unix and v4.6 for Windows, we use the Cipher.txt file to limit the selection of cipher suites to strong ones so the spcli.sh "Display CipherSuites" command only shows what's allowed in the Cipher.txt file. This good security functionality is removed in v4.2 for Unix and v4.7 for Windows. Please restore this feature.
Please also note that we cannot use the "spadmin.sh" tool which requires X11 which is not permitted in our company as X11 has a lot of security issues.
