Convert Stand Along File Agent checkpoint file to Integrated File Agent (IFA) checkpoint file

As part of the upgrade and/or transition from Stand Alone File Agent (SAFA) to Integrated File Agent (IFA), there should be a way to convert the checkpoint file. This will help prevent older files which may be in the watched directories from being submitted by File Agent rules.
