Support initparm.cfg using RuntimeDirectory and PIDFile per systemd service definition

best practice for RHEL is to use SELinux and systemd for services; and use standard /run/appname folder for runtime files, as specified in service file service RunTimeDirectory statement. /run/* path is writable under default SELinux policies for systemd; having pids file in an "ediadmin" user-owned folder is not allowed per SELinux policies.

want reliable service start/stop on system reboot, right now cannot use systemd best practice because SELinux policy prevents the daemonization of the CD service due to the location of the pids file in a non-standard/non secure path.
