locking\managing FA to stop multiple configuration clashes

as it stands multiple users can access webservices - connect direct file agent

both on unix and windows

this means that if 2 or more users are attempting to make configuration updates to FA working directories and rules, clashes occur

these clashes are not managed by the tool OR communicated back to the user

so it allows 2 or more users to think they have made changes....but ONLY 1 user is actually allowed to make changes at any given time

any other changes made by other users are not only lost..,..but worse the user is NOT made aware
