Make Open Telemetry available in CCM

Please make Open telemetry available in CCM.

CCM should be able to monitor

1) Queue depth from MQ perspective

2) Loss of connectivity between B2Bi and MQ server. Refer to Idea CCM1-I-382

This was the issue we had in production

MQ server had gone down. MQ adapters at our end in SI did show as enabled but we were not able to consume the messages. In the logs, this is what we see when this happened,

If CCM can monitor when MQ depth goes over a certain threshold and/or Connectivity is lost between B2Bi and MQ Server, alerts can be created in CCM.
