Create alert if the adapters do not come up after SI server comes back up.

It is critical for us when the SI app server comes up after being down or after patching to know if the required MQ adapters, Http server and Http Client adapters come up as expected. We want to be alerted if the MQ adapters and HTTP Server and HTTP client adapters that were running before the SI nodes went down do not restart after the nodes come back up. We do not see any adapter start or enabled events trigger after SI server starts again.
