Metrics API enhancement

We are attempting to add metrics data to an internal application for monitoring the sterling environment and currently the REST api does not contain any endpoints that would allow us access to the data tha currently backs the Active Alerts, Transfer Scorecard and Environment Health charts that display on the Control Center dashboard.

    The functionality requested is available in Control Center 6.3.1 APIs.
