Improve startWebAppServer.bat

On Windows, when the startWebAppServer.bat is executed from CMD, it doesn't close. If the window is closed, this will stop the web server for that EP. The only way I found that works is that when our team runs the startWebAppServer.bat, we disconnect from the RDP session. Doing this doesn't close any programs, bat files, etc that we run as users. Whereas a logoff or sign out will.

On Windows, when the startWebAppServer.bat is executed from CMD, it doesn't close. If the window is closed, this will stop the web server for that EP. The only way I found that works is that when our team runs the startWebAppServer.bat, we disconnect from the RDP session. Doing this doesn't close any programs, bat files, etc that we run as users. Whereas a logoff or sign out will.

If the is run startWebAppServer.bat, it should "complete" per say and provide a message to the user (administrator). This should be provided in the applicable log.

    This is the way windows works with batch files. The sc create command can be used to create a windows service with a batch file.
