ICC Needs a mechanism not to restart whenever , user partner/user trustkey/public cert is checked in to ICC keystore

have enabled ICC SSL for java console to access with 58081.
Steps used to perform
From ICC
1.Created key store, created selfsign certificate and extracted cert in.arm format using ikeyman tool.
2.Created trust key
3.Ran configCC and provided paths for the keystore locations.
4.Started ICC.
5.Asked user to created keystore and trustore as as steps 1,2.
6.exchanged public certs of icc and user/parter with each other
7.Stored ICC public cert file partner trust key store.
8.Stored partner public cert in ICC trust store.
9.Asked partner to enable SSL check box and provide key store and trust store paths to login to swing console with port 58081.
10.Erroring with SSL handshake
11.When i restarted ICC, it worked as logged in without any erros.
Note: For every user public cert to store in trust store it is required ICC restart, can we do without any restart
