Currently in Control Center slc window tolerance, the value is in hours. Although a window tolerance of zero can be selected, a user may want a tolerance that is less than one hour, but not zero. There may be a need to monitor a file for timeliness every 15 minutes. Having the window tolerance set to zero may cause the slc to alert if late if it is one second late. Having a window tolerance of 1 could possibly erroneously satisfy a slc.

Vijay, I disagree. Yes, a schedule will work if the particular processes you are tracking always run at that exact time. The window tolerance provides a buffer if the process run early. We just need something that is more than zero, but less than one hour. That is why providing a window tolerance in minutes would be beneficial.
Thank you for opening this enhancement request with IBM. It is recommended to use the schedule as a best practices and not using window tolerance, which should always be set to zero.
